Because Sapporo is a huge urban area (around 2 million people) that receives insane amounts of snow that sticks around for 3 or 4 months. I'm sure it'll make for a really interesting segment.
Of course, most people come to Hokkaido to ride incredible pow, why wouldn't you!? But Level 1 have done that several times in their previous movies. In the past couple of years there have been a lot of amazing, but very similar Japan segments from most major film companies. They all follow the same pattern - airport shots, driving in tons of snow, Japanese signs, sushi restaurant, police/construction workers bowing, convenience store/supermarket weird food shock!, Black Diamond Lodge, avalanche barriers, pillows, night skiing, slow mo face shots. Voice over about best pow in the world and amazing culture etc etc.
Not saying any of this is bad, but I can understand why Level 1 would go there to tap the incredible potential for urban (with softer powdery landings) and to try and make a Japan segment with a difference.
