The lip I am pointing at where it curves away is where the pain is coming from.

Fuck, wrote some long curly reply to this then my browser goobered it up.
Long story short, I had this problem (even with footbeds) - sometimes it's just the shape of your leg bones. A heel lift helped a bit, by getting my ankle into the wider part of my boot, but the cure was punching the shell at that spot.
Don't leave it like that because there's hardly any padding on that bone and you'll get bone spurs if you leave it like that forever....
