BASE jumping is only illegal in national parks where there is a law against delivering anything by parachute outside of an emergency.
Everywhere else there is no laws against the BASE jumping itself. The laws are against endangering others by jumping above where they can walk (reckless endangerment), exiting a building through an unmarked exit (trespassing), and burglary even though there is nothing but altitude stolen(illegally entering a structure). European countries actually have more laws against BASE than we do in the US, however, they also have areas where it is fully allowed 24/7 much like at the Perrine Bridge in Idaho or in Moab, UT.
