So I need to get my car inspected so I can register it in Utah, but my check engine light is on for my 02 sensor I believe. Is there any chance of my car passing?

Yeah just go to your favorite auto shop or find a friend with a code checker and have them clear your codes. I can't imagine they'd charge more than $5, if anything. It takes 30 seconds.

The problem with clearing a code right before the inspection is that (not sure if this applies to utah) but if they have to perform an emissions test or ANY engine related test, the engine will have to be warmed up to temperature. Now when an engine isnt running at temperature, the power train control module will disregard any readings given to it by most sensors, and this is called open loop mode. Once the engine is up to operating temperature it will start to take information from all of the sensors. As soon as it sees the O2 sensor isnt giving it data that is within the operating parameters, the engine light will come back on, and this is called closed loop mode.
Now this is all a problem for you because any emissions or engine test requires the engine to be at operating temperature.
The other killer part of this deal, is that while yes, it is likely you have a bad O2 sensor, that may not be the case. There is nothing worse then throwing parts at a vehicle until you fix the problem. There are alot of shops that do this in todays world and it adds up quick unfortunately which is obviously what you are trying to prevent.
If you have a good buddy with a code reader or some experience that would be willing to help you solve your problem, but doesn't have a good service manual, you can shoot me a PM with the exact code, and I'll shoot one back at you with the diagnostic steps if you choose to go this route. If not, find a good local, and reliable shop that has experience doing OBD 2 work. You could probably also just try to get it saftied, and I don't now how it works in Utah but where I live if a vehicle fails inspection, they will just give you a list of what needs to be fixed and then you bring it back and they inspect those things, and if they're good it passes. You never know, it may just slide right through without them noticing, or they may not even have to emission test (although I would never do this because I would explode if I had an engine light on because of obsessive compulsive....)

Hmm that's odd. My car had a faulty O2 sensor, and when I cleared codes the light wouldn't come back on for 500-1000 miles. But one day it would randomly come back again.

That's weird but at the same time you could have had a sioft or intermittent failure while op could have a hard or occurring failure. If Op has a soft failure he could clear the code and see if it comes back when the engine is at operating temperature. If it doesn't, he may luck out for the inspection.

i live up in park city....so if i take it to get inspected, i'll pass even if they know i have a bad oxygen sensor? do you recommend a place in pc to get inspected?
