I need help on a project involving splicing songs and it has to be done by tomorrow. What I'm asking is if anyone knows of a website or free downloadable program to splice songs that is not also video editing software, thanks for your help guys.

Technically thats called "sampling".
Audacity will do it, but it will be a bitch. Good luck.
