TV Static effect

So im making an edit, and I want to have a part where one clip gets not just like static but when a tv goes in and out of signal and the top part stays while the bottom kinda moves and the whole thing has lines through it. Im using FCP too. any help on this is awesome thanks

do it manually with keyframes

do what both guys said. use the effect as a guideline, use it and then keyframe it all up and layer and get crazy
