Seriously. Who has been trying to catch him? Who SHOULD be? Where is the supplementary force that enforces the edicts of the "World Court"? International law has no teeth, not because everyone's too lazy or disinterested to make it work but because the general consensus appears to be that it's not worth the sacrifices that would need to be made. No one is willing to give up the necessary amount of national sovereignty to make it effective. Meanwhile, unilateral (or nominally multilateral, i.e. the US commits its armed forces and Spain sends 2000 monkeys to act as landmine detectors) attempts by the United States to intervene in other countries are generally disastrous in terms of American interests and even when not, have completely batshit random local impacts that will last forever. And this is Africa, which just compounds those issues further.
It's great that everyone's all idealistic and shit, and if it were possible to push a button and fix Africa's problems that'd be great, but there are no simple solutions here.
