Car boots

so i have been reading the "so i have a boot on my car" thread and i looked up how much they cost and i found some for $50. is it illegal to just randomly put car boots on peoples cars? im not saying i would do it to someone random but what about friends cars? or on golf carts at a golf corse when people are on hole 5 and they are off hitting their ball?

This is gonna sound like a bitch question and in no way is it related to me, but if you had a nice car with nice wheels, and they scratched and fucked the your wheels up big time, could you somehow go after these the people who boot your car for damages to personal property or would they just be like, you owed money so we booted your shit and we dont give a fuck about your wheels cause were the law?
