Hmm. I'm no expert on the subject, but I don't know if they're rated the same. However, my Smith Holt is so skate-like that I'm not surprised you're asking this question.
If you didn't know, it can convert to a skate helmet with some included pads, so you could use it all year long. I'm sure you're trying to save money though, but you can get one from a year or two ago for really cheap.
In the meantime, I'd say a good-fitting skate helmet is better than no helmet at all, but I would only use it like that temporarily. A nice ski helmet, especially as stylish and versatile as the Holt should be your next investment.

my bro wears the Capix hemlet, with a beanie underneath.
i guess its safe since falling on concrete is just as dangerous as a rail or tree right?
does the extra padding of a ski helmet do something to prevent concussions or internal damage like that?

What do you mean by 'extra padding'? The softer pads and liner are just so the helmet fits better. For those of us who rock a beanie underneath, we're just lucky to have found some hats that give us a solid fit. That's why I love crocheting, because I made a custom hat just for my helmet and it fits better than it did with the stock pads.

its not as safe as a ski helmet since you go a lot faster on skis than you do a skateboard, so they arent rated the same. but like someone said above, a skate helmet is better than no helmet.
