I'm pretty much just relaying information here because I haven't done rodeos on snow, only on a trampoline and a bag, but I can stomp them on those. The advice that I got and used to help me get them on a trampoline was to spin a 180 first (your head will make it 180, your body will probably go about 90) and look directly behind your takeoff. Once you can see directly behind/uphill of your takeoff, start to huck over your head.
if you already know how to set it, thats your biggest problem solved. sounds like you just need more time to get it around so go bigger! bigger jump is better but if you just huck it really hard you could also probably get it on whatever jump you are doing it on now. but bigger is better in this case
I had this problem are you popping properly as i kind of fall of the lip and throw it round but because i dont pop i dont turn the speed into height and so have to properly huck it round. Try some lincolns making sure you pop right then set slightly more rodeo with you shoulders continuing to pop and you will soon get the amount you need to set with your pop and size of jump to het it dialed and once you do you can start adding some grabs. On the note of grabs i find grabbing safety/lui kang helps me send it round easier
