never ever touch the inside of your lens, you are going to need a new one form my experience, the anti fog shit you can apply doesn't work well

when you say inside, do you mean the layer closest to your eyes? or the part in between the 2 layers?

No, sounds like you have water between the lenses. Take them home, take the lens out, and put it near a dry heat source (near a fireplace, heater, sunny window, etc.)
Leave it overnight/2 days. Should be fine. Used to happen all the time when I was working in the PNW.

there is a layer of defogger on the inside of the lense, and when it gets wet, and you wipe it, then the defogger comes over and the goggles fog easily

That and the anti fog coating gets smeared around and distorts vision. If you need to clean them put a drop of detergent in a cap of room temp water and swish it around in the goggle then rinse out with another cap of water. Third will clean the oils from your face/sweat out of the fog coating.

Dab them very gently and wait for them to dry. Smith makes a "snow eraser" specifically for this.
