Quick boot question

Ok so I wear a size 11 street shoe and I ski about a size 27.5 full tilt which I know is too big and I feel it everytime I ski. But on NS I see so many people saying they need size 28-30 size boots? Are there feet really that big or are they just getting them bigger?

This makes me question what size I really need?
