I'm having trouble keeping my quality good. I notice in a lot of edits the quality is almost as good as when it was uncompressed. For someone using adobe premiere, is there anything that I should know to get my videos to look as good as possible.

There is not really one best setting for Premiere exporting. It depends on the site you are uploading to and the actual footage you shot. I will assume you are going to export for a vimeo upload in which case use the vimeo HD preset. Do not click export right away, you still have to mess with settings. Vimeo allows a max video bit rate of 5mb/s. For the highest quality video, aim for that number. However, when you adjust the VBR settings in the export settings you need to realize that your bitrate will not be exactly as you set them. Export your video first using the target VBR as 5mb/s with a max of 5mb/s. If the file has a lower bit rate than 5mb/s once exported. Re-export but increase the VBR values you used to get your video as close to 5mb/s as possible. Go to Vimeo's website FAQ and read watch the Premiere tutorial if you need more help.
