Can you find a stolen phone using google latitude?

My boss's phone got stolen last month in Big Bear, CA. Today (3 weeks later) the phone pinged on google latitude from Michigan. Does anyone know if the phone will ping every time they use wi-fi and is there a way for me to track it? If I can contact the person, I want to offer a reward to return it because we don't want to loose all of the contacts but I don't know if there is a way to do this... any ideas?

Call up the carrier. I'm sure they can track it and they may have the contacts backed up depending on which carrier it is.

The backup assistant was setup but for some reason only saved names and emails, we lost most of the phone numbers. The carrier already has the phone reported as stolen but they told me the wi-fi can be used no matter what the carrier status is. (basically the person is using it like an ipod touch.)

get location of wi-fi, look up address, hope they have phone number listed, call them and ask for it back.
