Rail Prep

Just got a old hand rail that I'm trying to set up but it has been sitting outside for a few years not being used. There some rust and scratches from ski/snowboard/skate use over 5 years ago that I'm trying to figure out how to get rid of. I was thinking steel wool might work for most of it, but was wondering if any one had other suggestions to make this thing as smooth as possible.
(I believe it is made of steel)

Get a wire wheel to get the rust off, and a grinder with a flapper disk to get the thick stuff and make it smooth. Can be portable. Throw some rusto paint on it and your back in bizness!

If you want to make it as smooth as possible, listen to guys above. If you want to spend barely any money and still make it work fine, just get some sand paper with tough grit and go to town on it length wise. Just rub it till it gets shiny. Then hit it and if its still a bit sticky rub a candle on it. If you have a portable grinder it will turn a 45 min-hour job into a 10-15 minute job. That rail looks fun as fuck btw
