You're not going to get a good "stabilizer" for under 100. You could get like a grip for 30 bucks but thats not gonna stabilize shit. Like ^ said, glidecam 2000 pro will be your cheapest, legit option. Flycams are similar to glidecams but cheaper, check them out. Just make sure you say within the range of the weight of your camera.
Assuming you don't have any other form of stabilization, I would say monopod/tripod and a diy handle, then a glide cam. And I know its probably not what you want to hear, but buy nice or buy twice
