Two questions about bindings

I have the Salomon S912 Ti Pe2 bindings. I originally thought they had risers on them, but now I'm not sure. The platform that goes below the toe and heel piece only is about 15-17.5 mm high, which looks to be only a few mm higher than what I have on my current skis. Is it a riser or is it too short? The manual calls them subunits. Maybe it's just for the Poweraxe thing.

that's just the thingy they put under the binding...not an actual riser...but it does lift you a bit
