Replying to So paypal is fucked!

I guess i applied for a paypal debit card. they couldnt verify or some shit. so they put a limit on my account. now they want my ssn, photo id, and shit and i gave them a picture of my drivers license and it said i was under 18 so now they wont remove the limitation till i turn 18. basically this locked my bank account, locked my email, locked everything so i wont be using paypal for the next couple moths. the guy was a dick about it too.

my question, is this legal? Shouldn't i legally be able to close an account whenever, or do i not have that right cause i am under 18?
