Who was making those really nice custom waterproof shells?

I searched for it but i couldnt find it, i remeber seeing on ns a while ago someone that was making custom jackets to order, i know that theres tons of people on ns that do this but these ones looked like they were really high quality using a 3 layer water proof shell that they were saying was more waterproof than goretex pro. So i know this is kind of a vague question, but it would be sick if someone could tell me who im talking about
