Each year the FIA trys to slow down F1 cars by reducing aerodynamics allowed on cars and reducing engine sizes from v12 just over a decade ago, to v10 roughly 4-5 years ago, now down to v8 engine that run on basically gasoline from a gas pump we fill up. They produce 800ish hp with a 2.4 liter v8 engine that gets 3.1mpg at full throttle. Countless changes to rules have tried to make the cars slower every year as the FIA views the current speed level as too fast for driver safety. 2014 is a proposed change to turbo charged v6 engines to replace the current 2.4 liter v8's.
In this video you can witness a smart engineer cheating the rules set out by the FIA. The sound you hear that sounds like a rattle or very rapid banging is actually when the driver lets off the throttle and the car starts to run rich on purpose and blow a large amount of exhaust at all times when off throttle. Its a Front exit exhaust that spews exhaust over the downforce producing aero parts at when you hear this noise so there is a constant downforce supply to the cars chasis which therefore produces a large amount of grip at all times, very very clever.
now compare that to the v12 turbo days of f1 where the cars had around 1000hp but no downforce.
