First off Obama inherited the presidency in one of the most fucked up states in this countries history. Bush fucked up the budget so hard it is unbearable to watch. Sure Obama hasnt been able to achieve a lot of things he said he wanted to do. Is that his fault? Not really. This country has a system of checks and balances. Congress is responsible for Obama's failures. He cannot control one of the most fucked up Congress' of all time. With Bi-partisan bickering at an all-time high it is near impossible to get any legislature passed in any direction. While the GOP is split with the retarded tea party movement it makes passing needed legislature even harder. Case in point the recent vote to raise the countries debt ceiling.
Bi-partisanship is what is ruining this country currently. Obama is crippled in what he can do. At least the democrats are somewhat unified. As it currently stands the GOP has no shot in hell in winning the next Presidential election without becoming more unified and they are running out of time fast.
