If you cruise into downtown Pittsburgh right now, it seems that the producers of Batman: The Dark Knight Rises have figured out how to alter micro-climatology such that it snows on whatever street they choose.

Gotham city is a hybrid of the real cities New York and Chicago, with some representations favoring one over the other.

I think they chose to film in Pittsburgh for the same reason that many many many movies have been filmed here.... Pittsburgh is easy to make look like any city you want it to.
