Best tripod for under 200 dollars- for mostly video
You will want to go over a little bit to one of the cheaper manfrottos with the 701hdv head and maybe some 190 series legs. Check out the kits on B&H. This will not be amazing, and these tripods don't feel great, but you will get by for a bit. Later if you're into it, you can buy a serious tripod. Plenty of people on this site will tell you to bypass manfrottos and go straight to the good stuff, but not a lot of us have the budget for that.
I think it depends on how long you're gonna have limited funds. If you can get enough money for a better tripod if you wait a month, than wait. If you have to wait a year, go with what you can afford now. Manfrottos are decent but won't last as long as higher end products, nd won't be as stable.
