any canadian criminal lawyers here? could they have protected their car with a tire iron and whacked some people on their heads?

or would they have been charged with 'assault with a deadly weapon' and been sued by the kid she clunked over the head for a personal injury claim.

The city just didn't take this shit serious enough. They only had 300 cops for 100,000 people. The bottom line was that they weren't prepared for it.
