I just bought the D3100 Kit (Body + 18-55mm Stock Lens) with a UV filter and 16GB Class 10 Memory card for a grand total of around $750. It's a great camera so far (I bought it Saturday) for the uses I have. I'm taking a class at the end of the summer, and I needed a DSLR that was entry level, but would allow for more advanced techniques. If you've got the money I would say go with the T3i (Depending on your experience) because the D3100 lacks some things I would like (1080p/720p 30/60fps and an external mic input), but it's great for pictures. Here's my flickr, very beginner, but the most recent ones are shot with the D3100 (A bit touched up, but not much).
personally i'd get the t3i (i just got the t1i and its awesome) but its really down to what you need it for, how you like the feel of them and your budget etc. i went for canon as i'm really used to them and like the feel, so i'd say find a shop that has both and give them a try to see which you prefer.

I would recommend the t2i (t3i if you REALLY want the flip-out screen). As for lenses, stay away from the kit lens if you can.
The Tamron 17-50 2.8 non-vc is a great alternative for a decent price.
