Look, geographically, what I posted makes the most sense. Period.
You can say whatever you want about teams wanting to be in the same division as other teams for whatever reason, rivalries or whatever. But really, the only legitimate case there is that Toronto and Montreal need to be in the same division. Everything else is negotiable. New rivalries will develop.
Now, moving Pitt to the central is not ideal, but you need to keep things even among the divisions, and moving them is the easiest to manage in terms of distance among each divisional team. And it actually wouldn't hurt to have a team like Pittsburgh to help carry more of the ratings load for western teams' broadcasts. The only real problem with it is the occasional 9:00et Pens start, but scheduling can minimize that.
Nor do they have any veto power. Could easily just get dragged along for the ride.
