You mean use of rhetorical questions. This is a common feature in almost every language, as in French, "..., d'accord?", or "..., non?" or "...n'est-ce que pas?". It is used for dramatic effect and emphasis.
On a lot of US TV shows though? it's noticeable? that the cast members always tend to inflect upwards? like they're perpetually asking a question?
