Yea. old tv effect or something of that matter.  I've never seen that in Final Cut Pro, must be some third party filter or its from some other editing program.
Bet you could make it pretty easily in AE though

yea it looks like a combination maybe. they definitely worked with the centerpoint and stuff. thats not just some pre-made effect that you can throw on, that takes some work.

yeah dude thats a tv scan with the ocupancy way down so you can still see through it. i know in vegas i can do that quite easily, not sure waht program your using
