Idea for spammers

There is a lot of spam on ns. and most probably from the same person/group of people. I have an idea. How about after you make one account, that ip can't make another one for 15-30 days? That way if we ban one person that person can't make another account for a while

your thoughts?

You really dont think they Ip ban them the first time? The make new ips.
