Buying boots on Ebay, measuring size?

The boots I'm getting measures 27.5cm. Am I supposed to measure my foot in cm, and if my foot is exactly 27.5cm, then the boot will fit perfectly? Or am I supposed to add 2cm or something because of the inner lining?

Dont buy boots on ebay, go to a shop and get some fitted.

Without trying them on, there is no way to know if they will fit or not.
