Yeah but New Orleans was always a shithole, and they didn't get fucked nearly as bad as Japan did. Japan is going to be even more technologically advanced than it was before the tsunami.

you should see the construction crews in tokyo at night. they can't afford to have the road shut down in the day time. they do it all at night in one day. its pretty amazing, and something our western utility departments can take lessons from. the japanese are also so trusting that they leave the keys in their heavy machinery, lol!!
