Pond Skimming Costume!

It's time again for the annual Canyons Pond Skimming Spring Gruv event and I need inspiration for a costume. In previous years, my friend and I have teamed up with a horse theme and it really went over well but we want something new. I'm going solo and need a costume for about under $40 tops.
