Help with Setup plans

So I have a pretty swell idea on how to make the rail part, Two pieces of PVC and 2x4. I need help with how to build the frame/base. I have seen a few ways but just want some idea so I dont screw up. Thanks!

Go to Lowes or Home Depot and check out Huricane Ties. They are metal brackets that can be used to join wood at right angles.  Using these is an easy way to make sure that everything is square.  Then all you need to worry about is cutting to the right length.
