have the same problem. the rubber just dosnt stretch when cold. try keeping the bungie in the car or next to a heater for as long as possible.

other sollution is go hit urban that you dont need a bungie when its minus twenty and when it warms up, use the bungie for the other spots

this has happened to us before. it gets really cold and when the rubber stretches out and just stays stretched out it loses all its elasticity. shit sucks
