There's literally no sense or logic in it. It's entirely revenge driven. A gang war can stop instantly because one of the gangs finally decides it's not going to take action.

Which they did for a little bit, but theres so many poor people in small areas with nothing to do, people are going to steal and start fighting no matter what. The government was supposed to help out, but didnt happen.

And youre not a real gangster unless you iron your pants with so much starch that they will stand up without anybody in them
