First of all your post/karma ratio... and second of all it's not that hard i could make an action in photoshop that would do it and send it to you if you like

Looks like it was shot with a crappy lens at a super high ISO and underexposed, cropped in on hard, and then brought back up with levels. The falloff is from smog, not a photoshop technique. Maybe he added noise to it in PS, but I don't know why you would want to add noise - noise is something that every other photographer in the world who shoots digital works to ensure is not apparent.
