Starting the discussion with this. I just read this, and if you've got ten minutes, its a very provocative read about the way our nation decides to handle society. So I pose the question to you - why hasnt there been a push for this money saving, life saving, answer to this problem? In a time when budgets are tight, where the poor are getting poorer, why not a solution that is a win win?

90% of homeless people are in and outs, never or rarely homeless again. Its a few percent of the 'homeless' that are aggressive pan-handlers, that get admitted to hospitals for chronic drinking induced problems, up to 80 times a year or more, and cost taxpayers a lot. One dude's medical bills in a year were higher than anyones in the state of Nevada (over 1 Mil). So instead of soup kitchens and homeless shelters, why not find the chronic homeless, give them and apartment with attached recovery program and spend $15000 a year per head instead of $100000?
