New rules would hit out-of-bounds skiers with big fines

SNOQUALMIE PASS, Wash. -- Most people play by the rules out here, skiing and snowboarding within marked areas.

But at nearly every ski resort, such as Alpental at Snoqualmie Pass, there's a fringe group that likes to push the envelope, intentionally targeting places they shouldn't be even though off-limit sections are carefully marked and mapped out.

But a looming crackdown on out-of-bounds skiers could mean big fines if state lawmakers give the plan the go ahead.

"We'll have guests that actually leave the ski resort through a closed boundary, and then we have to send out personnel to look for them," says ski patrol Director Rob Gisbon. "Often times that results in search and rescue coming up and looking for them.

Hitting out-of-bounds areas is a temptation that's too great to pass up for some skiers and snowboarders. Often those places have lots of fresh, untouched snow, new terrain and big thrills.

"Adventure," is the response Adam John gives when asked if he's ever ventured beyond the boundary ropes. "Go somewhere where nobody else has gone."

He's not alone. Quite a few people believe they should be able to go wherever they want to.

"I think people do have the right to be out of bounds," says Barney Lund of Covington. "But I think they should also be prepared when they do it, and they should be smart about it.

But things may be about to change for those who want to push the limits on the slopes.

Under a measure being considered this week by state lawmakers, members of the ski patrol who witness out-of-bounds skiers can collect evidence and turn in a report to law enforcement, who could then issue a citation for up to $1,000.

"It brings us more in line with other states in the country," Gisbon said of the proposed legislation. "It's kind of the way society is. Unless there's a penalty or something imposed, people take things less seriously.

The ski resorts say even if some on the slopes don't worry so much about safety, the operators do, because one move in the wrong place can mean disaster.

The state Senate's Natural Resources Committee will take testimony on the out-of-bounds bill Monday afternoon.

if you go to a resort, you have to follow rules, for your safety and others. if you want to risk it all, you have to get off the resort and learn the real about BC skiing.

my first trip to whistler we went OB to take pictures hitting a cornice. being from ny i had never seen anything like it, so when i got to close to the edge and it broke away, i fell about thirty feet straight down, although iwas fine, i had to watch ten foot tall snow balls charge a bunny trail where novice skiers were in grave danger. no one was hurt, but a lesson was learned

I think stupid people not being safe should be punished, aka people that go OB by themselves without proper equipment or knowledge.  It might not be a bad thing to have to have a permit to go OB, obtained through an online course or something... while also needing proper equipment.

thats why you move to europe and there are no out of bounds. and i used to ski at snowqualmie, i didnt find much out of bounds stuff.

It makes sense somewhat. Going into closed areas you should be fined because youre not only endangering yourself but everybody below you/ patrol if they are doing avy control in that area.

closed areas =/= out of bounds. if a backcountry gate or zone is closed for a reasons, then don't fucking duck the rope! if this is referring to all out of bounds skiing then that's fucking retarded.

Pretty much this. Don't just assume that you'll be okay because you're not that far out/ "your a good skier"/ somebody will be through to help you out, or whatever fucking dumbass rationalization you come up with to convince yourself. Outside of the resort, the high country has many, MANY ways of killing you and your friends.

Patrol doesn' have to come save you once you go OB, right?

We have gates to access BC from the resort in Montana, and it is just ski at your own risk. Is that not the case in Washington?

yea but this isnt BC. this is like off a run or going and skiing some trees like 40 yards past the out od bounds signs. at my mountain thats were the best tree skiing is and it barley ever gets tracked. it leads back to the bottom and if you go too far you hit the parking lot. yea if you are going to a designated BC area you should only be back there with the proper gear and knowledge. on the news they said it was just past the fences they would fine you. even 10 feet

Guys, chill. Your situation in the US/CAN is far less crazy than in Europe. Over here, dozens of freaks hurt themselves every day because they are too stupid to apply common sense. We (taxpayers) indirectly always pay for them. Everybody does dumb shit from time to time, so why make such a big deal? You have the right to screw it up over here, just don't make it a habit. ;)

If you can't afford to pay for some very few dumbasses, something's wrong with your country in general.

in vermont, and i think most of the east, the only specifically closed areas are trails that are closed for snowmaking, thin cover, ect. but you can go anywhere you want in the backcountry. it's a completely different concept for me because here we have so much freedom with where we can ski, it's hard to imagine being fined for skiing out of bounds.

False, if you use a resorts lifts then you have agreed to stay in bounds, its an insurance thing. You can ski whatever you want if you hike yourself up.

not sure about in the states but all the places i have skiied in canada there is a line drawn between out of bounds and closed, closed is strictly no entrance as it is part of the resort but it is closed for avalanche danger because it is hazardous to the area itself of the area that is open. Out of bounds signs say not patrolled not controlled enter at your own risk, so fines for out of bounds are not really fair because out of bounds is essentially just backcountry skiing which is allowed. fines for closed areas are justifyable

also what im saying is if it is on the resort (closed area) they have the obligation to come and rescue but it is closed for a reason and they are then risking themselves to go and save someone that cant follow the rules, that being you are not allowed in closed areas, with correct avi gear OOB is fine but not a closed area

just dont be a dumbass. Here on the east trails are closed for thin cover etc. so its probably not even worth skiing. I can understand ducking a rope for fresh snow, but its your fault if you get hurt.

99% OOB here refers to skiing in closed areas. Obviously it doesnt refer to gate accessed sidecountry.


And to those of you who think this is just to protect the big bad corporations, its more than that. Skiing OOB puts whoever has to come save you at risk, and puts others who are in bounds at risk when your rope ducking leads to a slide, etc.

Simple solution. dont give them your name> ski patrol cant request your name or idea by law. if the catch you keep skiing out of bounds until they leave. there is nothing they can do unless you come back inbounds.

I'm all in favor of raising the price of mountain rescue a shit ton. Like $20,000. If you're going to risk the lives of a rescue team, you should absolutely pay for it. But for those of us who safely and intelligently like to ski out of bounds, just stick to pulling our passes if we get caught.

i would agree it applies to ducking ropes OOB, but not to gate access, which someone else seemed to think it was.

the problem is as i mentioned earlier, your rope ducking isnt just a rescue. who knows what hazards you could set off that could effect someone below you. generally speaking resorts own that boundary area, they have every right to tell you where you can and cant go, and they generally have good reason for it.
