This license plate shows that the car is registered somewhere in Europe. However, note which side of the car the steering wheel is on. Most European countries have the steering wheel on the other side of the car, as they drive on the other side of the road. I believe there are maybe a few exceptions to this - do a little research. The other possibility it that the car was imported from the US. Or, possibly, Bugattis only come configured this way.
and i'm pretty sure every country has their own specific letter/number combination they use, its not the same for every country. And the countries in the European Union has a blue rectangle on the left of the plate with a letter in it, and a ring of yellow stars.
