Replying to Hs freshman dating college freshman okay?

What do all of you think of this? Okay or not? Cause the college guy is a friend and i think its just wrong, but most of friends think its not that bad. She doing it behind her parents back even when they said shes not aloud to date him and i believe its against the law too? When your older like 30 and dating a 26 years old i can see it being okay, but really this young just seems wrong to me. What do you have to say about it?
