Static Transition Effect

So I've been seeing this effect used more and more in recent edits and was wondering how to do it.

ya that was just keyframed and bad tv was applied

now that I actualy watch the video, there wasn't even keyframing.

>Video Filters
>stylize
>Bad tv

Use the razor blade tool to cut roughly a second off the end of the clip you want transitioned and then drag and drop the effect.
