Out of all those you listed Baker usually gets the most accumulation per season and probably the most days with precip. Though some of that precip can come as cascade cement or rain. Also realize that Baker is out there and is not like a resort town. Nearest place with lots of lodging is bellingham though you can find places in Glacer there aren't that many.
The NW usually gets a drought somewhere around end of jan beginning of feb which lasts a few weeks.
To hit the goods consistently you usually want to travel before mid march.
But again like everyone else said its a crapshot and you can improve your chances by staying longer or booking late when a storm is forecast.
Find a place that offers cat or heli skiing if you can afford it. Hell if you got the money go to Alaska and hop in a heli.
