What is the word for when children or elderly people can't control inappropriate things they say or don't have the recognition of when they do something bad?

well not recognizing that something is potentially hurtful could be classified as ignorant, but i don't think that's the word you're chasing

Moreso the quality of not having control. Sort of how to catorgorize that person rather than the medical term.

Not having moral judgement is a mental disorder called Antisocial Personality Disorder (used to be called sociopath, psychopath, etc).

Elderly application is called "geriatric," and child application is juvenile.
