I have a friend who in 5 minutes will do enough oc that would cause fatal resperatory depression in 10 people who had never taken opiates before.
Some people have a 5 gram of heroin habit per day. 5 grams of H is enough to kill about 20 people who had no tolerance.
My point is, you are very wrong. If there was a ceiling it would have to be the same for everybody. The ceiling ( when you od and die) depends on how high your tolerance is.

opiates are the same way man. do you research. Look up the LD50 against tolerance chart for opiates. As tolerance moves up, the "ceiling" you are describing moves up as well. Wether or not they are directly proportional i dont know. But there is no "lethal dose" of opiates that is the same for everybody.

Im in pharmacy school, and alot of the teachers are pretty libertarian. They think if prescription drugs were simply legalized, dumb people would overdose, and the rest of the smart people who survived would have all the drugs they wanted for really cheap. addicts would not need to mug people to get enough money to buy heroin, which is a terrible drug in the first place.
Things like vicoden are addictive, but aside from being addictive they are truly harmless. The tylenol in them is more unhealthy for your liver than the hydrocodone in them. So if they were always readlily available, people could live healthy lives pain free instead of taking stupid shit like advil and tylenol which destroy your liver and provide no relief whatsoever.
