Welcome to NS. Europe is a big place, so try and narrow it down a bit.
There are a number of glaciers in the Alps, France has Les 2 Alpes and Tignes, Austria has Hintertux and a few more I think, Saas Fee in Switzerland, the searchbar will show up alot of info. Norway I think has a few places in the far north, Folgefonna and Juvasitta (only know those from Jon's blogs) but I think they have snow through the summer.
As for urban, not really gonna be anything as its the summer time, unless you're really comitted! BUT, in northern Europe, eg UK, Germany, Holland, there are a number of indoor skislopes. Real snow, but indoors. They normally have park setups. And there is a decent dryslope in northern France, somewhere near Lille (Noex les Mines or something like that).
If you're more specific with where you'll be, I'm sure people will be able to help you.
