i just bought the way i see it on my computor, but it is dying. if i delete it can i download it on a new comutor without having to buy it again? i kind of doubt it but it would be neat....

I don't think you get to re-download stuff on itunes if it gets deleted... that's why you should back up your library, in case you can't.

I feel like there should be but iv never been able to figure out how to do it.  Now if u have all the music on ur ipod i know how to take it from ur ipod to ur computer.  So that might work.

I work for Apple doing troubleshooting over the phone. With iTunes, the only things you can download over and over again are apps. For what you're talking about, you could simply copy the music or movies or whatever from your iTunes folder to a thumb drive or external hard drive or something and if you end up with a new computer or whatever you can just re-import the content to the new itunes library.
