why would they decide to have womens before mens? I mean not trying to sound like a dick but Mens freestyle is years ahead of womens freestyle

I have a feeling you've misinterpreted the memo but:

"The EB announced that it is looking favourably at the inclusion of Women's Ski Jumping, Ski Halfpipe, Ski Slopestyle, Snowboard Slopestyle, Biathlon Mixed Team Relay, Figure Skating Team Event and Luge Team Relay in the programme of the Sochi 2014 Olympic Winter Games"

To me that reads woman's ski jumping, ski halfpipe (not specifically woman's, just ski halfpipe) etc.

It makes so much sense though they don't have to create anymore infrastructure to add another sport, plus they attract a younger crowd.

I think the woman part is for ski jumping only... As in they have men's and will add woman's. Sweet about that freestyle stuff though!
