I think you are a little confused with your terminology my friend. Hemp is the fiber cultivated from the Cannabis Genus. So referring to a hemp plant is a generic name for the great plant we now call Marijuana.


As a reference:
Cannabis sativa L. subsp. sativa var. sativa is the variety grown for industrial use, while C. sativa subsp. indica generally has poor fibre quality and is primarily used for production of recreational and medicinal drugs.


So a hemp plant could be referring to good ol mary jane or the other textile strain

Electoral College.

We elect representatives from each state to represent our votes. Each state gets a certain amount of votes depending on their population. So, California has 54 compared to Rhode Island's measly 4. When you go in to vote for an office, say President of the United States, your vote doesn't actually go towards electing him, but swaying YOUR representative WHO to vote for. They CAN go against your vote, though they typically don't want to piss off their constituency.

That's how the US voting system works, love it or hate it. Early American fathers figured the general population wasn't aware enough of politics to have a direct election.

LA Weekly reports that the No On Prop. 19 campaign is declaring victory: "Support for Prop 19 is evaporating faster than bong water at Burning Man," said spokesman Roger Salazar. "Californians have discovered that the claims of benefits made by proponents just aren't true. Prop 19 cannot guarantee 'billions' in revenue to the state; it would make the job of law enforcement more difficult, not less; and recent studies show the initiative would have little impact on drug cartels. No matter where Californians stand on pot legalization, this is not the initiative they were looking for."

your clearly uninformed if you think im one of maybe 8 people who think prop 19 is a bad idea. first, every poll about the prop has been around 50/50 for and against the prop.second, i spent today texting everyone I know who lives in cali to go and vote yes on proposition 19 including my aunt and uncle.

all im saying is that i believe there will be many unforeseen problems/ effects of it

Let me assure you, I love the state of California more than any other state in this country and I hope to continue living here when I'm older, but there is one issue- taxes. For you or anyone else to believe that this mere proposition's passing will singlehandedly eliminate our debt is a fool. Will the money help? Sure.
