Who wants to help me with a government project? (It's about the distribution of marijuana)

So I am currently doing some research on a measure that the state of Oregon will be voting on November 2nd.

the measure is measure 74 and what it will do is make it easier for people with green cards be able to acquire their medicinal marijuana through a regulated source rather than the
"black market" (or drug dealers).

Im just wanting to hear some credible sources 2 cents on the subject. If you want to learn a little more, here's the website I've been going off of.
