ahh the more i think about it, the more i think i may have initially been wrong. i assumed you don't use avoir and etre like that, but it seems to be possible.
you guys are both right, you can say il était (he was) or il a été (kinda like he had been, but in the end in this case it means he was). it all depends on what tense you were using throughout the rest of the text and shit
